Loblaws and TikTok expand lobbying efforts as Ottawa moves to regulate surveillance pricing and social media


Welcome to the Lobby Wrap for the week of June 20 to 26.

The House is out for the summer, and so is, for now,  the urgency to lobby it. Summer time brings a lull in lobbying activity, but there are still a few registrations that warrant a closer look.

Loblaws added another PAA Advisory consultant to its roster last week. Alice De Vlieger’s lobbying includes initiatives on food safety and food labelling, environmental policies, and potential regulatory or legislative changes relative to data and privacy.

The effort comes just as the Competition Bureau announces an examination of competition across Canada’s food supply chain. It also arrives a few months after the food regulator issued two fines to separate Loblaw-owned stores for promoting imported food as Canadian.

On the regulatory side, the Carney government recently decided to tackle surveillance pricing as part of new privacy legislation. Loblaws has explicitly stated it does not plan to use algorithmic pricing, even as it increasingly uses electronic shelf labels, a technology that allows stores to change prices within seconds. Ontario Premier Doug Ford recently nixed the idea of banning surveillance pricing on groceries, saying he believes in a free-market capitalist society.

Other corporate heavyweights expanding their lobbying footprint in Ottawa include tech giants TikTok Canada and SpaceX.

Matthew Grainger of Navigator has registered to lobby Innovation, Science and Economic Development Canada about TikTok’s operations, and the security and privacy of the platform.

Canada recently proposed to force social media platforms to restrict accounts for minors under 16 via the Safe Social Media Act tabled in the last days of the spring sitting.

TikTok reached a deal with the federal government in March after a national security review reversed a 2024 recommendation that the platform’s operations in Canada be dissolved because of national security concerns.

Under the deal, TikTok commits to enhancing data security for Canadian users, including using third-party oversight and adding resources for youth safety.

Since June 20, Small Change Fund led all organizations with 4 unique registrations made on their behalf. All remaining organizations had no more than 3 registrations made on their behalf. 

Since June 20, Counsel Public Affairs Inc. led all registrant groups with 12 unique registrations. The next most active registrant group was The CCS Group and Temple Scott Associates Inc. which each had 5 unique registrations. All remaining registrant groups made no more than 4 unique registrations.

From June 20 to June 26, Maleeka Thomas, a consultant from Counsel Public Affairs Inc. led all lobbyists with 6 unique registrations. All remaining lobbyists had no more than 3 unique registrations.

In recent agriculture/trade registrants:

The Ecological Farmers Association of Ontario was registered by Joshua Matthewman and Keira Shaw (Hammond), both consultants with Temple Scott Associates Inc., to advocate for the inclusion of policies and programs to support ecological food production practices in the next Agricultural Policy Framework.

Quaterna Autonomous Inc. was registered by Michael Ford, a consultant with MDF Strategies LTD., with the goal of making  communities, infrastructure, and frontline operations safer through Canadian-made autonomous technology. The client is focused on developing DFRT (Drones for First Responders), a strategic drone capability designed to support civilian emergency response operations today while maintaining a standby defense-ready capacity in Canada. The company is currently focused on introductory meetings with government and agency stakeholders.

Johnson Electric Canada was registered by James Cabangon, a consultant with Crestview Strategy, to advocate for government support with the client’s Canada’s expansion, which is a critical enabler of Canada’s energy transition and North American supply-chain resilience, protecting high-value manufacturing jobs and reducing tariff/tariff-like risks from US/Global competitors.

Ligado Networks Corp. was registered in-house by Belinda Hewitt, their vice president for product and marketing, to facilitate discussions with federal government officials regarding Innovation, Science and Economic Development Canada’s consultation on L-band spectrum and policies affecting satellite communications, spectrum licensing, and direct-to-device wireless services, along with the benefits of a proposed satellite network.
