This week’s roundup for staffing changes on Parliament Hill.

We’re starting at the Prime Minister’s Office, where Jenny McElwain has been promoted to the deputy director of issues management and Canada-U.S. communications.
McElwain had served as a senior issues management advisor since 2025.
Before joining the PMO, she worked as a consultant as Navigator from 2022 to 2024 and had a brief stint as a policy analyst at Ontario’s Ministry of Transportation.
Over in defence procurement, Matthew McPhie is staying on as special assistant to Secretary of State Stephen Fuhr after completing a summer internship.

“Excited to announce that after a great summer internship, I’m staying on full-time,” McPhie wrote in a post on LinkedIn.
“These past few months have been the best learning experience of my young career so far,” he wrote.
