The Honourable Anita Anand, Minister of Foreign Affairs, today issued the following statement:

“Canada denounces the conduct of Russia’s 2026 State Duma elections and rejects the results of the illegal elections it held in the temporarily occupied territories of Ukraine from September 18 to 20, 2026.

“Russia’s elections were conducted in a context of repression of political opposition, independent media, and civil society, as well as denial of fundamental freedoms. The Kremlin once again robbed the Russian people of a genuine democratic choice through widespread censorship, intimidation, suppression and criminalization of dissent, detention and arrest of opposition figures, and denial of freedom of expression and the right of peaceful assembly. Accredited OSCE election monitors were again not invited to observe these elections, limiting opportunities for impartial international observation.

“Canada rejects Russia’s illegal elections in the temporarily occupied territories of Ukraine, conducted in violation of international law. These actions are an attempt to legitimize Russia’s illegal occupation, which we do not recognize and will never recognize.

“Canada reaffirms its unwavering support for Ukraine’s sovereignty, independence, and territorial integrity. We will continue to work with our Allies and partners to maintain pressure on Russia, uphold the UN Charter and international law, and support Ukraine in achieving a just and lasting
