Statement by Minister Anand and Minister Anandasangaree on Hong Kong arrest warrants

Today, the Honourable Anita Anand, Minister of Foreign Affairs, and the Honourable Gary Anandasangaree, Minister of Public Safety, issued this statement:

“Canada condemns the decision by Hong Kong authorities to issue international bounties and arrest warrants for 19 pro-democracy activists who live around the world.

“This attempt by Hong Kong authorities to conduct transnational repression abroad, including by issuing threats, intimidation or coercion against Canadians or those in Canada, will not be tolerated.

“The individuals targeted yesterday under the Beijing-imposed National Security Law in Hong Kong include Canadians and people with close ties to Canada. Canada reiterates its previous calls to repeal this law, which violates Hong Kong’s international human rights obligations, and withdraw all related warrants and bounties.

“Canada stands in solidarity with our international partners whose citizens and residents have also been affected by this act of transnational repression.

“The announcement yesterday marks the third time that international bounties were issued by Hong Kong and represents a deeply troubling escalation in the use of transnational repression by the People’s Republic of China. 

“Rapid Response Mechanism Canada detected that these bounties are being amplified in an inauthentic and coordinated way, through an online network of accounts that are targeting Chinese-speaking communities.

“The actions taken by Hong Kong threaten the sovereignty of Canada and security of the people in this country.

“If a member of the public feels that they are in immediate danger, they should call 911 or contact their local police.

“Anyone in Canada who is concerned they are being targeted by state and non-state actors for the purposes of foreign interference should contact the RCMP’s National Security Information Network at 1-800-420-5805, or by secure web form at: http://www.rcmp.ca/report-it.”
