Today, the Honourable Anita Anand, Minister of Foreign Affairs, met with Mihai Popșoi, the Republic of Moldova’s Deputy Prime Minister and Minister of Foreign Affairs, on the margins of the Pathways to Peace: Second International Conference on Returning Ukrainian Children, Detained Civilians, and Prisoners of War, held in Toronto on September 28 and 29, 2026.
The ministers reaffirmed their strong support for Ukraine’s sovereignty, independence and territorial integrity and their shared commitment to advancing a just, lasting and comprehensive peace in that country. Minister Anand thanked Minister Popșoi for his participation in the conference and Moldova’s continued leadership and engagement in the International Coalition for the Return of Ukrainian Children. Minister Popșoi highlighted Canada’s important support to Ukraine’s defense and recovery and thanked Minister Anand for organizing the conference. The ministers recognized the important role Moldova is playing in supporting Ukrainian refugees and highlighted Moldova’s significant efforts in providing them with access to work, education, and primary healthcare.
Minister Anand reaffirmed Canada’s unwavering support for Moldova’s sovereignty, security and democratic resilience and expressed Canada’s continued solidarity in the face of growing Russian hybrid threats, including violations of Moldova’s airspace and foreign interference. The ministers discussed the importance of strengthening democratic institutions and resilience against foreign interference, as well as continued support for security in the Black Sea region.
The two ministers welcomed the positive momentum in Canada-Moldova relations in recent years and reaffirmed their commitment to continuing cooperation across shared political, security and economic priorities, including support for Moldova’s reform agenda and path toward EU accession. They also welcomed milestones such as the signing of a social security agreement and Canada’s $120-million sovereign loan to support Moldova’s energy security and economic resilience, alongside ongoing defence cooperation through Canada’s Military Training and Cooperation Program.
Minister Anand and Minister Popșoi agreed to remain in close contact to advance shared priorities, strengthen regional security, support Ukraine and further deepen the Canada-Moldova partnership.
