The Department of Homeland Security is ramping up an effort to look for voter fraud across the country through its investigative arm, Homeland Security Investigations (HSI), according to multiple sources familiar with the operation. The effort will include help from investigators from U.S. Citizenship and Immigration Services.

“HSI is committed to protecting the integrity of our elections by investigating voter election fraud and holding violators accountable,” according to a tweet from HSI Kansas City along with a picture of agents on a doorstep.

Missouri is one of the states set to receive an influx of agents from HSI looking into voter fraud, according to sources. At least nine states could receive an influx of agents, the sources said.

In another video, HSI San Francisco touted working with the FBI and U.S. Marshals on a voter fraud operation. 

The surge in HSI operations was first reported by CNN. 

“While ICE Homeland Security Investigations is not able to comment on any active investigations, HSI is actively rooting out and investigating election fraud wherever it can be found,” a DHS spokesperson said. “We have repeatedly demonstrated that illegal aliens can and do vote in our elections. Under President Trump, HSI is committed to restoring integrity to our election systems and ensuring that American citizens and only American citizens are electing American leaders.”

Data analysis done by the Heritage Foundation, a Washington D.C.-based conservative think-tank, shows voter fraud by non-citizens is exceedingly rare. It could identify only 100 cases between 1982 and 2025.

According to a draft notice posted on a federal procurement site last week, DHS has been conducting market research for a contract for “the handling and secure delivery of publicly available voter registration files and voter history files” to help support HSI’s voter fraud investigations

The procurement period has since closed, according to the posting. 

“The Contractor shall acquire, document, and securely deliver public voter registration files and, when applicable, public voter history files from Government-identified U.S. jurisdictions,” according to the notice. “The Contractor shall also provide technical support on jurisdiction-specific file structures, formats, and fields, as directed by the Government.”

A separate notice posted on Wednesday states the purpose of a contract like this would be to help with analytics and “ongoing fraud detection” from public voter data. DHS is seeking to award the contract for up to $5 million, according to the notice.
