The Monarchist League of Canada recently emailed out an 
itemized list of the expenses associated with the King’s 
recent opening of Parliament;

$870,000 for a ceremonial Royal Canadian Air Force flyover  
$860,000 for police and security operations  
$370,000 for air and ground transportation
$900,000 in separate, additional administrative/heritage
costs required to stage the Throne Speech event in the Senate
$50,000 ceremonial donation to The King’s Trust Canada

Total cost is roughly $2.63 million or .07 cents per Canadian.
While not stated in their summary, the numbers do seem to
indicate they left out the RCAF flyover from the total (as it
arguably wasn’t a part of the opening of Parliament).
