Today, Global Affairs Canada issued the following statement:

“Canada’s position on questions relating to the Israeli-Palestinian conflict are guided by our historic and unwavering commitment to international law and a framework that best guarantees peace and security for both Israelis and Palestinians. Hamas’ horrific terrorist attacks on October 7, which Canada continues to unequivocally condemn, and the catastrophic humanitarian situation in Gaza has made it more urgent than ever to return to a process that leads to a two-state solution.

“There needs to be an immediate ceasefire and a release of all hostages, Hamas must lay down its arms and urgent steps are needed to respond to the humanitarian catastrophe. Canada will continue to support UNRWA, humanitarian, reconstruction and development efforts, as well as security assistance to ensure greater ongoing safety and stability in the region. The loss of life and the destruction of the infrastructure of Gaza are horrific and unacceptable. The processes of legal accountability, building confidence, and establishing the conditions necessary for peace and justice will take extraordinary efforts on all sides, and by all of us.  We remain ready to do our part. 

“Let us be clear that there are aspects of the resolution which Canada agrees with. Canada does not recognize permanent Israeli control over territories occupied in 1967. The Fourth Geneva Convention applies in the occupied territories and establishes Israel’s obligations as an occupying power, in particular with respect to the humane treatment of the inhabitants of the occupied territories. Canada also considers Israeli settlements to be a violation of the Fourth Geneva Convention. We also condemn violence by extremist settlers that harms Palestinians and threatens prospects for peace. Canada recognizes the Palestinian right to self-determination and supports the creation of the Palestinian state.

“Canada firmly supports the ICJ’s critical role in the peaceful settlement of disputes and its role in upholding the international rules-based order. Canada took note of the Advisory Opinion issued on July 19, 2024 and called on Israel to respond substantively to the Opinion.

“Canada cannot support a resolution where one party, the state of Israel, is held solely responsible for the conflict. Canada supports Israel’s right to live in peace with its neighbours within secure boundaries and recognizes Israel’s right to assure its own security. There is no mention in the resolution of the need to end terrorism, for which Israel has serious and legitimate security concerns. Canada continues to support Israel’s right to defend itself from terrorism.

“Additionally, Canada is concerned that this resolution contains language that aligns with Boycott Divestment Sanctions, which Canada firmly opposes. These efforts seek to uniquely isolate Israel.

“For these reasons, Canada has voted “Abstain” on this resolution.

“Canada is committed to continue its work with the international community to help advance peace in the region, including a two-state solution. We will always stand with the Israeli and Palestinian peoples in their right to live in peace, security, and dignity.”
