Announcement of new diplomatic appointment


June 30, 2026 – Ottawa, Ontario – Global Affairs Canada

The Honourable Anita Anand, Minister of Foreign Affairs, today announced the following diplomatic appointment:

Joanne Minns will become Ambassador Extraordinary and Plenipotentiary to the Democratic Republic of the Congo. Ms. Minns will replace Maryse Guilbeault, and she will take up her appointment in the coming weeks.
