
This week’s roundup of staffing changes in the GR and PR worlds.


Andrew Tumilty is joining Texture Communications as a senior advisor for strategic communications.
In a statement on LinkedIn, the firm announced Tumilty’s hiring.
“Andrew is a seasoned communications strategist with more than a decade of experience advising organizations through high-profile, high-stakes, and rapidly evolving issues,” the statement read.
“Andrew has earned a reputation for sound judgment, strategic instinct, and delivering results in the most critical moments […] Andrew’s appointment further strengthens Texture’s senior advisory team and expands the depth of political and strategic communications experience we bring to clients.”
Andrew joins the firm after departing from Enterprise Canada, where he worked for four years, most recently holding the role of director of issues management and crisis communications. Prior to that, he was a member of the media relations team at Waterfront Toronto, as well as the war room director for former Mayor of Toronto John Tory’s re-election campaign in 2018.


National Maritime Group has appointed Debbie Murray as its new president and CEO.
In a statement, the group called Murray “A seasoned public affairs professional with a strong grasp of, and profile within, the maritime sector” who has “experience balancing the challenges of Canadian market access and policy development within globally regulated sectors; and, success with Canadian government and parliamentary affairs.”
“Murray’s experience and expertise will allow her to effectively engage with stakeholders and advocate on behalf of Canada’s private sector maritime operators and employers,” it continued.
“At a time when Canada is focused on strengthening supply chains, expanding global market access and diversifying trade, Murray will lead NMG’s efforts to advance practical, solutions-oriented policy that supports a strong and competitive maritime sector and contributes to long-term economic growth.”
Murray has served at the Association of Canadian Port Authorities for the last 10.5 years, working as a senior director from February 2016 until January of 2025, where she was promoted to vice president of government and industry affairs.


PAA Advisory has added Irene Cheung as a client director for arts, culture, and non-profit practice.
In a statement shared on LinkedIn, Cheung said “It’s been a dream to return to arts and culture policy and even more meaningful to now be on the advocacy side of the work. It’s also been great fun working alongside Sean Casey—I could not have landed in a better team.”
Cheung most recently worked as an independent corporate secretary from 2023 until now. Prior to that she was manager of policy and research at Canadian Heritage from 2024 until 2026.
