Matt Stickney and Carla Qualtrough are launching their new lobbying firm Quorum Strategies.
“One of the most important lessons that stuck with me across all of it is that good ideas don’t move on their own. They move when the right people understand them and see a clear path to getting them across the finish line. That’s what Quorum is built to do. We work with businesses and organizations to understand how decisions actually get made, shape a strategy to get information in front of the right people, and move the needle. ” said the Stickney in a statement made on LinkedIn.
The firm’s team brings with them experience in the Prime Minister’s Office as well as ministerial offices, as Qualtrough served as minister of employment, workforce development and disability inclusion from 2019 to 2023, the minister of public services and procurement and accessibility from 2017 to 2019, and the minister of sport and persons with disabilities from 2015 to 2017. Until starting the firm, Stickney had served in the Prime Minister’s Office for nearly five and-a-half years, beginning in November 2019 as an executive director of operations, rising to senior advisor in July 2023, a position he held until March 2025. Nicholas Kang, also served in the PMO, beginning in August of 2023, he helped craft the most recent budget for the Carney government. Most recently Kang, was a senior policy analyst with ESDC, starting in March 2025.


Alexandra Sanita is leaving Queen’s Park to join Avenue Air as director of communications and sales.
“I’m very grateful for the opportunities, experiences, and relationships I’ve built throughout my time in government. I’ve had the privilege of working alongside some truly talented people, navigating important files, and contributing to work that has shaped me both professionally and personally […] I’m looking forward to representing Avenue Air with key vendors and industry associations, while travelling across Canada and the United States” said Alexandra in a statement announcing the move on LinkedIn.
Alexandra’s most recent role at Queen’s Park was as a senior communications advisor in the Ontario Ministry for Children, Community and Social Services. Prior to that, she served as the minister of municipal affairs and housing’s chief spokesperson, beginning in 2025. Before joining the ministry, she was press secretary for the Office of the Premier of Ontario, a role she held starting in 2024.


Santis Health is welcoming Devon Ryan as its director of Ontario government affairs.
“Devon brings with him extensive experience at the provincial government level, and a deep background in health policy and community leadership that will further strengthen the bench strength of our existing team.” Santis Health stated in a press release.
Devon joins directly from the public sector, having most recently served as a policy advisor to the minister of health, beginning in October 2025. Prior to that, he worked in the Newfoundland and Labrador government, serving as an executive assistant for the Indigenous affairs and reconciliation minister. In between, Devon worked as a branch manager at Hercules SLR, as well as an outside sales representative for Carol Lake Metal Works.
