Why The US Air Force Relied On A Single Texas C-130 Wing For The Entire Pacific’s Valiant Shield 2026


The 317th Airlift Wing does not belong to the Pacific Air Forces. It is not forward-based or assigned to the Fifth Air Force. Yet for 17 days in the summer of 2026, the 317 served as the sole tactical airlift unit for one of the largest US war games in the Pacific. Held by the US Pacific Command, Valiant Shield 2026 ran for three weeks from June 18 to July 4, with exercises ranging from Guam to Japan and the Northern Mariana Islands.

The overarching theme of the simulated air campaign in the Indo-Pacific was Agile Combat Employment and what the US Air Force calls the Lethal Expeditionary Airman Development Program. By the Air Force’s account, the exercise was a resounding success of Joint Force drills simulating complex, contested battlespaces even under threat of an approaching typhoon.

Valiant Shield tasked the 317th Airlift Wing with providing what the Air Force calls ‘Rapid Global Mobility’ for the entire joint force. The 317th is one of the largest units that fly Lockheed C-130J Super Hercules in AMC. Its home station sits roughly 7,000 miles (11,265 kilometers) from Guam at Dyess Air Force Base, a hub of the Air Mobility Command in the Texas prairie. For the summer war games, aircrews flew austere airfields from Palau to Saipan and Andersen Air Force Base in Guam.

A typical Hercules mission moves cargo, fuel, or troops. The 317th’s Airmen conducted combat offload training, simulated sea-rescue-kit airdrops over the Philippine Sea, and coordinated hub-and-spoke resupply runs while an approaching typhoon compressed the exercise’s final days. Lieutenant Colonel Jesse Moulton, 317th Operations Support Squadron Commander, commented on the operation.

“Valiant Shield gave our Airmen the chance to practice austere airfield operations in the second island chain, working directly with joint users and minimal ground support to get the mission done. That kind of environment can’t be replicated at home station, and it’s exactly the kind of fog and friction they’ll face on real-world taskings.”

One defining training value of any exercise in the Indo-Pacific is joint interoperability with regional allies like Japan, Australia, the Philippines, and others. The 40th Airlift Squadron, one of the wing’s two flying squadrons, was recognized afterward with a Gallant Unit Citation for its role. By excelling at maneuvers like ‘flush procedures’ and ‘man down’ drills, thousands of miles away, the 317th demonstrated not only that it is combat-ready but that AMC’s Global Force is ready for the challenges of the Pacific Theater.

Forward Deploying To Build Skills For The Global Fleet

Pacific Air Forces’ 374th, at Yokota Air Base in Japan, is the only airlift wing assigned to PACAF. Its 36th Airlift Squadron is identified as the only forward-based tactical airlift squadron in the entire Pacific. The squadron also flies C-130Js in support of US-Japan bilateral training and theater airlift missions spanning the entire Indo-Pacific area of responsibility.

A single forward squadron, however capable, still cannot simultaneously sustain its standing mission and generate the sortie volume for a major conflict. Thus, in the biennial exercise, strategic deployments distribute aircraft and personnel widely, giving the 317 the opportunity to operate in the unfamiliar terrain of the second island chain, with its sparse runways, building the skill sets that could be required for a surge deployment during conflict.

As of 2025, the active-duty Air Force flew 102 C-130Js; the Air National Guard operated a mixed fleet of 40 C-130Js alongside 91 older C-130H models still awaiting modernization. Meanwhile, the Air Force Reserve flies 12 more C-130Js and 13 C-130Hs. There are also a number of specialized variants and legacy H-models, which puts the total USAF Hercules fleet at a little over 430-strong. Still, modernizing the Guard’s H-model fleet has been a recurring congressional fight.

The active Air Force has flown nothing but J-models since 2017, yet only six of the Air National Guard’s 17 C-130 wings have converted to the J-model as of 2025, with five more scheduled to begin conversion between 2026 and 2028, and every new Guard J-model has arrived as a budget add-on from Capitol Hill rather than a line item the Air Force itself requested.

The Technical Advantage Of The C-130 For ACE

The C-130J Super Hercules is purpose-built for the Pacific mission profile. It can operate from runways as short as roughly 3,000 feet (915 meters), including unimproved dirt or gravel strips, a capability that underpins the Air Force’s ability to disperse airpower across the small, scattered islands of the first and second island chains.

That short-field performance is precisely why ACE leans heavily on tactical airlift from the Hercules rather than the larger Boeing C-17 Globemaster III or Lockheed C-5 Galaxy fleets. The doctrine is formalized in the Air Force Doctrine Note as a concept revolving around a hub-and-spoke model of enduring main bases feeding austere dispersing sites. The strategy relies on the versatility and ruggedness of the C-130, which has even led to radical concepts like attaching floats underneath them as improvised seaplanes.

The paradox of the C-130 fleet is that as the Indo-Pacific theater makes the aircraft more critical than ever, aging airframes, production pauses, and technological evolution have chipped away at the fleet’s overall operational capacity. While individual new models are highly capable, the collective fleet has lost significant capacity over the years through specific operational vulnerabilities, most apparent in a high-end conflict with near-peer adversaries such as the People’s Republic of China.

The Tyranny Of Distance Faced Down By Hercules Over The Pacific

The C-130 was built for theater operations like those in Europe or the Middle East, where flights lasted only a few hours between dense networks of bases. Shifting to the Pacific degrades its functional capabilities. Unlike the larger, faster C-17 Globemaster, the turboprop C-130 travels slowly. Over immense Pacific distances, this slower transit time reduces the number of sorties a single aircraft can execute in a compressed operational window, effectively thinning out fleet capacity.

Flying thousands of miles over open ocean between island chains forces crews to maximize fuel loads. The 317th AW actively counters the ‘tyranny of distance’ through refined tactics and specialized equipment. Because the maximum takeoff weight is fixed, every extra pound of fuel directly subtracts from the cargo or troop payload the aircraft can carry. This drove the 317th to become the first unit in the AMC certified for underwing external fuel tanks on C-130Js.

The 317th AW actively trains by bypassing traditional staging bases by executing ultra-long-distance direct flights. They have normalized these grueling multi-hour sorties, logging their 10th Maximum Endurance Operation into the Indo-Pacific earlier this year. Colonel Justin Diehl, 317th AW Commander, made this comment at the end of Exercise Palmetto Reach in January.

“The purpose of Palmetto Reach is to further integrate and validate our operations in the Indo-Pacific with our strategic airlift partners. Now, we can continue learning from one another, we can drive solutions, and we can figure out effective and efficient ways to operate across vast distances.”

“It is critically important for C-17 and C-130 units to be able to integrate and operate out in the Indo-Pacific. These are complex operating environments with little to no support on small islands, and by coming together, we’re learning new ways to be able to rapidly execute our missions.”

By arriving in theater with generous fuel surpluses in their underwing external tanks, the 317th’s C-130Js can even act as fuel bladders once on the ground at austere field positions. They can organically perform ‘hot pit’ refueling on the ground, offloading fuel directly from their own tanks to refill ground vehicles, helicopters, or fighter jets. These are critical capabilities to practice as part of Joint Force integration with other service branches like the US Marines.

Certifying For The Worst Case, Not Just The Exercise

The pressure to demonstrate high operational tempo and maximum combat capability showed up directly in the 317th’s pursuits during Valiant Shield. The wing qualified its entire crew force on ‘flush procedures,’ which let Airmen rapidly exfiltrate a location under an emerging threat. It also executed ‘man down’ operations, in which a maintenance officer-in-charge takes charge of dispatching aircraft on missions in place of squadron leadership to simulate casualties at the top of the chain of command.

Captain Matthew Plank, Officer in Charge of the 317th Maintenance Squadron’s Aircraft Maintenance Unit, framed the certification as building the teamwork and cross-functional trust that ACE and hub-and-spoke operations require. Plank made these remarks after the exercise.

“Executing a certification event under an exercise like Valiant Shield drives camaraderie and promotes networking between the aircraft maintenance unit, flying squadron, and similar mission partners. This exercise laid the foundational elements for strong teamwork through ’forming, storming and norming,’ which provides the critical linkage to the ’performing’ stage which is vital to success as we execute the Air Force Generation cycle.”

Such is exactly the kind of realistic, contested environment training the Air Force says it needs to increase readiness for Pacific operations across the entire AMC fleet. It means the exercise validated a doctrine of dispersed, austere, hub-and-spoke airlift, using a force structure that can run on just one wing. Yet the 374th is the permanently assigned airlift wing, so the 317th’s demonstrated proficiency shows AMC can supply a surge of tactical airlift capability to the Pacific at any time.
