A veteran Vancouver Police Department financial crimes investigator charged with multiple counts of fraud and theft allegedly moonlighted as a housing developer, according to numerous civil court claims.

Kalwinder Singh Dosanjh was charged Thursday with four counts of fraud over $5,000, four counts of theft over $5,000, and breach of trust by a public officer under the Criminal Code of Canada.

“The alleged offence dates vary between the nine counts, but the earliest date alleged is Dec. 8, 2017, and the latest date is July 25, 2025, at or near Vancouver, Surrey, and/or other locations,” stated the B.C. Prosecution Service, which conducted the charge assessment via its special prosecutions section.

Dosanjh’s lawyer Aman Oberoi told Business in Vancouver he would not comment on any matters. Dosanjh is presumed innocent of the charges unless they are proven in court.

VPD Chief Const. Steve Rai told media Friday 19 alleged victims have been identified so far.

He said in a written statement this matter is “both significant and deeply concerning” for the police department.

“The arrest of a VPD officer strikes at the heart of the public trust we work hard every day to earn and maintain,” Rai said.

“Incidents like this are profoundly troubling and inconsistent with the values of our organization, and demand a thorough, transparent, and unwavering response.”

Rai said Dosanjh was arrested Thursday, but because the case is now before the courts, police are limited in the information they can provide.

Sarabjit Singh Gill, 51, of Surrey was also charged.

The police chief said the VPD received complaints alleging Dosanjh’s alleged criminal activity in December 2023.

Rai said the department launched an investigation that included a “dedicated victim and witness management team,” while ensuring the allegations were thoroughly and properly investigated.

The Office of the Police Complaint Commissioner was also notified at the outset of the investigation.

Rai said he has recommended to the police board that Dosanjh be suspended without pay.

He added that “there may be additional individuals and victims with information about Mr. Dosanjh’s alleged conduct who have not yet come forward.”

Rai did not comment on what the charges relate to.

CBC News reported it obtained a copy of the charging document, which stated “multiple charges relate to alleged fraud and stealing from investors of multiple property development projects.”

Civil court records show Dosanjh is involved in multiple lawsuits involving property developments.

One claim from West Point (Queen’s Park) LP alleges Dosanjh was a director and shareholder of West Point Pacific Holdings Inc. and he and others made “unauthorized borrowings for their own purposes, including without limitation for the purchase, refinancing and improvement of other properties and business ventures, without making full, true and plain disclosure, or any disclosure” to the company.

Dosanjh has denied all those allegations in a response to the claim, which appears unresolved.

In another unresolved claim, a longshoreman and a businessman claim Dosanjh directed West Point Pacific Construction (64th Ave) Ltd., which they allege breached a purchase agreement by retaining a $50,000 deposit for a home purchase.

Dosanjh has also denied those allegations.

Dosanjh was a relatively high-profile officer in Vancouver and Surrey, often speaking to media about youth issues as he was the founder of the registered charity KidsPlay Foundation, which promotes youth health and education programs.

Dosanjh promotes himself as a keynote speaker and touts his community accolades on LinkedIn, however, he makes no mention of any development work.

Meanwhile, Dosanjh’s wife touted a fitness lifestyle online and was running for Surrey City Council with the Conservative Party of Surrey, until the slate announced Friday she would no longer be doing so.
