Tropical Storm Edouard makes landfall, drenching parts of Texas and Louisiana



Tropical Storm Edouard drenched parts of Texas and Louisiana on Tuesday. The threat intensified very quickly after developing late Monday night out in the Gulf. Jason Allen reports from Texas and Rob Marciano has the forecast.
