But Carney can’t have it both ways forever. At some point, the Major Projects Office will have to decide whether to approve a second pipeline — and the way things are looking, they will give it the green light, pun intended, which means Guilbeault will have a decision to make. Until then, like the captain of a hockey team leading in the third period, Carney will rag the puck as long as possible — and hope that he doesn’t score in his own net.
