Statement by Minister Anand marking three years since Hamas attacks on Israel

October 7, 2026 – Ottawa, Ontario – Global Affairs Canada

The Honourable Anita Anand, Minister of Foreign Affairs, issued the following statement marking three years since the October 7 attacks against Israel by Hamas:

“Today, Canada remembers the nearly 1,200 people who were murdered by the terrorist organization Hamas. For the families who lost loved ones, the survivors who continue to carry the trauma of that day, and Jewish communities in Canada and around the world, the pain of October 7 remains deeply felt. We remember those who were taken, honour those who survived, and stand with the families, friends and communities who continue to live with its impact.

“Canada unequivocally condemns Hamas, a listed terrorist entity under the Criminal Code since 2002. Hamas must fully disarm and play no role in the future governance of Palestine.

“Canada will continue working with international partners toward a just and lasting peace, in which Israelis and Palestinians can live side by side in security and with dignity. We remain committed to advancing the two-state solution and the diplomatic work needed to sustain it.

“Here in Canada and elsewhere, Jewish communities have faced an unprecedented surge in antisemitism since the attacks, including acts of hatred. Jewish schools and synagogues have repeatedly been targeted by gunfire. Jewish Canadians have been assaulted, students harassed and intimidated on campuses and Jewish-owned businesses have been vandalized.

“The recent attack outside the Sons of Jacob Synagogue in Belleville, Ontario, on the holiest day of the Jewish calendar is yet another stark reminder of these threats. Jewish people have an inalienable right to live safely and openly in Canada, free from threats, acts of violence and other intimidating behaviour.

“Canada has taken significant action to combat antisemitism and all forms of hatred. The Combatting Hate Act, in force since July 2026, introduced new offences addressing hate-motivated crime, as well as intimidation and obstruction at places of worship, schools and community centres. The Spring Economic Update 2026 committed $75 million to the Canada Community Security Program to protect Jewish and other institutions at risk. Together, these measures will strengthen community safety and accountability for hate crimes, but we must do more.

“Canadians must all do their part to confront hatred and violent extremism head-on in our communities so that Jewish Canadians—and all Canadians—can live in our country without fear, in safety and with dignity.

“Today, we remember those who lost their lives and the families who continue to grieve. To Jewish Canadians, our message is clear: you have a right to live openly, freely, and without fear. We stand with you.”
