PM Carney to join Nfld., Quebec premiers for “energy security” announcement in St. John’s

After dropping off the radar during his now-wrapped week-long stay in Italy — where, according to his office, he nevertheless remained in “close contact” with his office while operating on a “reduced schedule” — Prime Minister Mark Carney is booked in for a mid-afternoon appearance in St. John’s, Nfld., where, as per his daily itinerary, he’ll join Newfoundland and Labrador Premier Tony Wakeham and his Quebec counterpart, Christine Fréchette, for an announcement related to “energy security and economic development.” (1:45 p.m. NT)

Although the advisory provides no additional details on the reveal, it comes amid media reports that the two provinces have reached a deal on the Churchill Falls energy project, as Canadian Press points out.

“The hydro utilities in the two provinces jointly own the Churchill Falls generating station in Labrador under a contract signed in 1969,” the wire service notes.

“The provinces had a framework agreement in 2024 to end that deal and create a new energy-sharing arrangement with expanded generating capacity. But after Wakeham was elected last fall, he ordered a review of the deal and sent a negotiating team back to the bargaining table. Last week, La Presse reported the two sides had reached an agreement, with Ottawa playing a facilitating role by offering financial incentives.”

Later this morning, senior federal officials will host a  hybrid “media technical briefing” on what the release describes as “clean energy projects in Newfoundland and Labrador and Quebec,” with the in-person session slated to be held at the National Press Theatre in Ottawa, “on background only and on a not-for-attribution basis,” as per the advisory, with all information under strict embargo until the prime minister begins speaking. During the ensuing back-and-forth with reporters, Carney and his fellow first ministers will undoubtedly be pressed to provide an update on the now imminent deadline for Canada to negotiate a deal to dodge the now imminent rollout of a sweeping new 50 per cent tariff on a wide range of Canadian exports, which is currently set to come into effect at one minute after midnight on Wednesday.

As Canadian Press notes, Canada – U.S. Trade Minister Dominic LeBlanc and chief trade negotiator Janice Charette held a virtual one-hour meeting with U.S. Trade Representative Jamieson Greer on Sunday afternoon, during which they “took stock of the work that has been done by their respective negotiating teams,” according to a statement provided by a spokesperson for LeBlanc, who described the tone as “constructive,” and added that “discussions are continuing.”

Elsewhere on the ministerial circuit:

  • Jobs Minister Patty Hajdu heads to Guelph for a mid-morning tour of the Frank Hasenfratz Centre For Excellence In Manufacturing, where, according to her office, she’ll also team up with local Liberal MP Dominique O’Rourke to launch the Advanced Manufacturing Workforce Alliance, which, as per the advisory, will “identify and advance solutions to bolster the skilled workforce needed across Canada’s advanced manufacturing sector.” (9:30 a.m.)
  • Indigenous Services Minister Mandy Gull-Masty will share the details of new federal financial assistance to “improve and modernize the tourism offering” of an unnamed local enterprise located on her political home turf of Val-d’Or, Que. (11 a.m.)
  • Artificial Intelligence Minister Evan Solomon, whose portfolio also includes FedDev Ontario, will deliver a fresh tranche of federal support for Lindsay-area businesses. (11:30 a.m.)

Back in the precinct, members of the PUBLIC SAFETY AND NATIONAL SECURITY committee are set to hold a special mid-recess session to consider an opposition-initiated call to investigate what the written request sent to the chair by Conservative MP Frank Caputo describes as “disturbing reports that a Canadian woman who previously worked as an intern at NATO’s military headquarters in Belgium is facing serious allegations of espionage.” (3 p.m.)

As per a statement issued by the Conservatives last week, the letter was not only co-signed by all four Conservative committee members, but also has the backing of the Bloc Québécois, although under the reconfigured committee structure, at least one Liberal MP would have to support the proposed study for it to proceed.

ON AND AROUND THE HILL

With Canadian honey exports among the hundreds of products targeted by Trump’s proposed new 50 per cent levy, representatives of the Canadian Beekeepers Federation will hold a virtual briefing session to provide more details on their “urgent appeal” for the government to initiate a ‘Tariff Honey Action Plan’ before the “crippling” new tariff takes effect, which would include “necessary emergency financial relief, biosecurity perimeters and international trade interventions,” according to the advisory. (9 a.m.)

IN THE CHAMBER

Both the House of Commons and the Senate have shut down for the summer, with regular parliamentary proceedings set to resume in September.
