This week’s roundup for staffing changes on Parliament Hill.
Welcome back to this week’s Hill Movers.
Josh Giesbrecht has taken on a new role as director of policy for the Office of Minister of Northern and Arctic Affairs.
Giesbrecht will oversee the minister’s policy agenda, including coordinating cabinet and Treasury Board submissions and providing advice on key northern and Arctic files.
Prior to the move, Giesbrecht was the chief of staff in Minister Rebecca Chartrand’s constituency office.

Elsewhere on the Hill, Connor Burton has moved up in the office of Secretary of State for Rural Development Buckley Belanger, taking on the role of director of communications and issues management.
“At a time of global uncertainty, I’m more convinced than ever of the importance of the work we’re doing to deliver for rural communities like the one I come from and of making sure that they’re unique perspectives and challenges are heard and communicated,” Burton said in a post on LinkedIn.
Burton has worked at Belanger’s office since June 2025, initially serving as press secretary and communications adviser.
Before joining Belanger’s team, Burton worked on the 2025 federal election campaign of Nova Scotia Liberal MP Mike Kelloway
