Conflicting court rulings leave Missouri congressional map in chaos


Conflicting court orders issued Tuesday by Supreme Court Justice Brett M. Kavanaugh and a federal district judge plunged the state’s congressional races into limbo on the day the state was required to finalize its ballots for November’s midterm elections.
