Backgrounder: Minister Anand announces funding for security, stability and disaster relief in the Americas


Maritime Security and Criminal Disruption in the Caribbean

Funding amount: $6.8 million

This project aims to strengthen maritime security and regional cooperation in the northern Caribbean, with a focus on Haiti and partnerships with Jamaica, the Bahamas, the Dominican Republic and Turks and Caicos. The project will support efforts to address drug and firearms trafficking by improving information sharing, strengthening law enforcement capacity and enhancing understanding of criminal threats that contribute to regional instability.

Caribbean Operational Task Force

Funding amount: $10 million

This project will establish a Caribbean task force to strengthen regional cooperation against transnational organized crime, with a focus on countries affected by instability and illicit trafficking linked to Haiti. The task force will support information sharing, capacity building and coordinated efforts to address maritime and border security challenges across the region.

Improving the Haitian National Police’s Learning and Training Capacities to Combat Gang Violence

Funding amount: $7.5 million

This project funding includes supporting the refurbishing and equipping a training site and supporting the delivery of tactical training to build the Haitian National Police’s capacities to combat gang violence.

Support to the Organization of American States for the Operationalization of the Gang Suppression Force (GSF) in Haiti  

Funding amount: $2 million

This project provides the Office of the Special Representative for the GSF in Haiti with the resources necessary for its operational capacity to implement the mandate of UN Security Council Resolution 2793 (2025), enabling coordination, community engagement and stabilization activities.

Renewal of a Request for Assistance Between the Canadian Armed Forces (CAF) and the Caribbean Disaster and Emergency Management Agency (CDEMA)

This is a 5-year renewal of a request for assistance between the CAF and CDEMA, which enables the CAF to support the rapid transportation of CDEMA-coordinated humanitarian support in response to emergencies.

Support to the Organization of American States’ Mission to Support the Peace Process in Colombia (MAPP)

Funding amount: $3.5 million

This project will support the MAPP in carrying out its mandate to observe, report on and support peacebuilding efforts in Colombia.

Hurricane Melissa support package: Resilience and Enhanced Adaptability to Disasters in the Caribbean (READY)

Funding amount: $1.5 million

This increase in funding and one-year extension to the READY project will strengthen Jamaica’s disaster response and preparedness. Funds will support improvements to emergency response systems, upgrades to communications and backup connectivity and the development of a national emergency telecommunications plan. It will also enhance regional readiness by supporting systems that ensure fast delivery of food and other essential assistance during future disasters and by addressing gaps in emergency supplies.

Sustainable Agriculture in the Caribbean

Funding amount: $1 million

This additional funding will support the recovery of Jamaica’s agricultural sector while strengthening the resilience of small-scale farmers. It includes crop recovery measures through the provision of seed and seedling kits for short- and medium-term production cycles, as well as livestock stabilization through emergency fodder, animal health kits, supplemental feed and the reconstruction of poultry and goat shelters. Farmers will also receive manual and mechanical tools to help resume operations, along with technical training on intercropping, soil health and pest management.

Jamaica Health: Build Back Smarter

Funding amount: $3 million

This project will strengthen the climate resilience of Jamaica’s health system and facilities, including by helping retrofit two health centres severely damaged by Hurricane Melissa in October 2025. These upgrades will transform the facilities into “smart hospitals” that meet internationally recognized standards for disaster resilience and environmental sustainability.
