Backgrounder: Canada imposes fifth round of sanctions on facilitators of extremist settler violence against Palestinian civilians in West Bank


The Regulations Amending the Special Economic Measures (Extremist Settler Violence) Regulations designate two individuals and five entities. There are reasonable grounds to believe that these individuals and entities have engaged in activities that undermine the peace and security of the State of Israel and the occupied Palestinian territories by directly or indirectly facilitating, supporting, providing funding for or contributing to the use of violence by Israeli extremist settlers against Palestinian civilians or their property.

Canadian measures

Persons (individuals and entities) in Canada or Canadians outside Canada are thereby prohibited from dealing in the property of, entering into transactions with, providing services to, transferring property to, or otherwise making goods available to these listed persons. These measures will also render these individuals inadmissible to Canada under the Immigration and Refugee Protection Act. Under the Special Economic Measures (Extremist Settler Violence) Regulations, a listed person may apply to the Minister of Foreign Affairs to have their name removed from the schedule of designated persons. The Minister must determine whether there are reasonable grounds to make a recommendation to the Governor in Council for removal.

The specific prohibitions are set out in the Special Economic Measures (Extremist Settler Violence) Regulations.

The newly listed individuals are the following:

  1. Harel David Libi, owner of Libi Construction and Infrastructure Ltd.
  2. Eliav Libi, Director of Libi Construction and Infrastructure Ltd.

The newly listed entities are the following:

  1. Regavim, also known as the Regavim Movement
  2. Coco’s Farm, also known as Coco’s Farm Outpost, Koko’s Farm Outpost and Marom Schmuel Farm Outpost
  3. Micha’s Farm, also known as Khavat Micha and Micah’s Farm
  4. Libi Construction and Infrastructure Ltd.
  5. Nachala
