Adrienne Vaupshas is joining the Enterprise Canada team as a director in their Quebec office.

“Adrienne brings exactly the combination of Quebec knowledge, political experience and communications expertise our clients are looking for,” said Laura D’Angelo, Vice President, National Strategy & Public Affairs at Enterprise Canada. “She understands how decisions are made, how issues move and how organizations can effectively engage in Quebec. We’re thrilled to have her leading our work in the province.”

Vaupshas brings with her a great deal of governmental experience, having most recently served as press secretary for Deputy Prime Minister and Minister of Finance Chrystia Freeland from 2021 to 2025, as well as Minister of Indigenous Services Marc Miller from 2020 until 2021. Prior to joining the government, she worked in marketing at L’Oréal, starting in fragrance marketing in February of 2014, moving through the teams until finally landing in the L’Oréal Paris haircare marketing department.

Duncan Tooley (LinkedIn)

The Oyster Group is welcoming Duncan Tooley as an advisor.

“As those on Parliament Hill know well, Duncan has a reputation as a skilled consensus builder: expertly navigating the intersection of government, politics, and public policy.” said the firm in a statement announcing the hire on LinkedIn.

Duncan comes right off the heels of a stint in the Prime Minister’s Office, serving as the regional advisor for Ontario, beginning in March of 2025. Before he was at PMO, Tooley was director of operations for Minister Bill Blair, a position he held from August 2023 until March of 2025. Duncan also worked with Minister Blair in his previous role, working as director of operations in the office of the President of the King’s Privy Council for Canada & Minister of Emergency Preparedness from September 2022 until August of 2023.

Dylan Hanley (LinkedIn)

Elsewhere, Vantage brings on Dylan Hanley as a senior vice president.

“At Vantage, we believe the best advice combines deep experience, sharp insight, and the senior relationships to make things happen. Dylan brings all three, strengthening our ability to help clients find clarity in complexity and turn that clarity into action.” said the firm in a statement published on LinkedIn.

Most recently, Hanley was a senior vice president for the Centre for Israeli and Jewish Affairs (CIJA), overseeing government relations, policy, and communications for the organization, starting his second stint with the organization in September 2025. Prior to that, he was at the CIJA in January of 2008 as a director for university relations. He then moved up to senior advisor for governmental relations and university outreach, which he stayed in until departing for U-15 in February of 2016. At U-15, Hanley was their director of public affairs, a position he held for 6 years before moving to executive vice president in March of 2022, where he remained until September 2025 when he returned to the CIJA.
