This U.S. city boosted homelessness spending fivefold. Is it too little or too much?


PHOENIX — The 200 multicolored tents are set up in rows, each pitched inside a 10-by-10-foot square, spaced less than an arm’s length from the next.

It costs Phoenix about $6.5 million annually — $27,000 per structure — to operate the Safe Outdoor Space site, including providing meals, showers, security and an air-conditioned recreation room for about 300 people, some of whom come from outside the city.
