France And Germany Axe Europe’s €100 Billion FCAS Joint Fighter Jet Program


The long-troubled Future Combat Air System has not survived the preliminary rounds of program development, with Reuters officially reporting that the multinational project has been canceled. FCAS has been stuck in prolonged negotiations between France and Germany over intellectual property and work sharing due to the rivalry between Europe’s leading aerospace contractors for leadership.

After discussing on the sidelines of the EU-Western Balkans summit in Montenegro last week, German Chancellor Friedrich Merz advised French President Emmanuel Macron not to pursue the construction of a joint fighter aircraft any further. Airbus represented Germany and Spain’s side of the trilateral group, while Dassault Aviation stood for France. However, the two planemakers were unable to make a deal.

The project originally began in 2017 when Angela Merkel was Chancellor of Germany, but the €100-billion project has been mired in a stalled business dispute for months. The decision to cancel the most ambitious collaborative defense program in European history comes at a time when the vast majority of Western military leaders are increasingly warning of the growing threat from Russia, exacerbated by the US drawdown on the continent.

Reuters reported that an anonymous source claims the two industrial giants are working toward a program to develop systems outside of the core fighter jet. FCAS is envisioned as a system of systems, like the sixth-generation Boeing F-47 now in development in the United States, accompanied by a ‘combat cloud’ and collaborative combat aircraft. The ‘loyal wingman’ drones are meant to be controlled by the FCAS stealth fighter over tactical data link to create a ‘kill web.’

The decision to formally dissolve the FCAS program has been dubbed a mainly symbolic action, as the project has not progressed to any significant stage and is essentially a generic placeholder. The move is being interpreted as a diplomatic maneuver to salvage defense-industrial cooperation on a wider scale, with Germany’s IG Metall union welcoming the change in direction, in the absence of comment from Airbus or Dassault.

The Path Forward for France and Germany

Speculation has abounded as to what could follow in the void left by an unsuccessful FCAS deal. Germany has openly expressed interest in acquiring more Lockheed Martin F-35 Lightning II stealth fighters. However, these jets have experienced significant issues with the latest round of software refreshes, severely diminishing fleet readiness around the world.

The F-35 Joint Strike Fighter is also not a sixth-generation platform and lacks much of the technology being pursued under the FCAS design. Additionally, the US Next Generation Air Dominance F-47 is unlikely to be exported. Therefore, it is also possible that Germany may join the BAE Systems global combat air program led by the United Kingdom.

Among the many points of disagreement between Dassault and Airbus was the fact that the French Air Force and Navy currently share one fighter jet platform, the Rafale, and are seeking to continue to do so. Germany does not have a need for a carrier-capable fighter jet and therefore has no desire to pursue additional development to make it possible. For this reason, it is more likely that France will pursue an independent sixth-generation fighter jet rather than join GCAP.

Unlike many US allies, Spain officially decided not to procure any F-35 aircraft for their fleet in August 2025. The Ministry of Defense has indefinitely suspended talks with Lockheed Martin and clearly indicated that the nation will invest in European defense technology instead. The lack of sovereign control over the JSF was one of the most important factors in this decision, and GCAP is likely to be similarly limited.

Because the F-35 has been ruled out and the GCAP lacks appeal for similar issues, Spain has been in talks with Turkish Aerospace Industries. The Defense Post wrote that it is likely Madrid may choose to join in the development of the KAAN stealth fighter program as a full partner with complete control over its fleet.
