The Ex-Qatari Boeing 747-8 Is Almost Complete: Here’s When It Will Replace Air Force One


For more than a year, the aviation world has closely followed the unusual journey of a former Qatari royal Boeing 747-8 that is being transformed into an interim Air Force One. What began as a diplomatic gift has evolved into one of the most closely watched aircraft modification programs in recent aviation history. Now, with testing complete and painting underway, the aircraft appears just weeks away from entering presidential service.

The aircraft’s arrival comes at a critical moment for the United States Air Force(USAF). Delays to Boeing’s long-running VC-25B program, combined with growing maintenance challenges affecting the current Air Force One fleet, created an urgent requirement for a stopgap solution. As a result, the former Qatari Boeing 747-8 is set to become the first interim presidential aircraft in modern US history, potentially carrying President Donald Trump before America’s 250th anniversary celebrations on July 4, 2026.

Testing Is Finished & The Aircraft Is Entering Its Final Phase

The strongest indication that the aircraft is nearing service came on May 1, when the US Air Force announced that the so-called VC-25B Bridge Aircraft had successfully completed its modification and flight-testing campaign. According to Air & Space Forces Magazine, the aircraft has now entered its final painting phase before delivery. Sources familiar with the program described the milestone as one of the final hurdles before operational acceptance. The Aviationist reported that testing activities had concluded successfully following months of modifications in Texas.

Perhaps the most visible change is the aircraft’s new exterior appearance. The iconic robin’s egg blue livery introduced during the Kennedy administration in 1962 is being replaced by a red, white, and blue design selected at President Trump’s direction. The revised scheme closely resembles concepts publicly promoted during Trump’s first term and will significantly alter the visual identity of Air Force One, which has remained largely unchanged for more than six decades. According to NPR, the aircraft is expected to enter service this summer and will debut with the new color scheme.

The aircraft itself began life as a Boeing 747-8 Intercontinental configured as a Boeing Business Jet for Qatar’s ruling family. Aviation enthusiasts tracking flights around Greenville, Texas, observed the aircraft conducting multiple test sorties during the spring of 2026, further signaling that the program was entering its final stages. AirLive reported that the aircraft was spotted repeatedly over Texas during its final testing campaign before entering the paint shop.

While the Air Force has officially committed to delivering the aircraft no later than summer 2026, several reports suggest the target date is much more ambitious. Some sources have even suggested an earlier delivery could occur before June 14, President Trump’s birthday. Such a timeline would represent a remarkably rapid turnaround for an aircraft undergoing extensive government modifications and security upgrades. AeroTime reported that officials involved with the project are working toward delivery ahead of one of those two symbolic dates.

The aircraft’s transformation began after Qatar gifted the Boeing 747-8i BBJ to the Pentagon in May 2025. At the time, the jet still carried Qatar’s distinctive maroon-and-white color scheme and was widely recognized among aviation enthusiasts as one of the world’s most luxurious VIP aircraft.

The aircraft was subsequently flown to L3Harris Technologies’ facility at Majors Field in Greenville, Texas. There, workers stripped the airframe down to bare metal before beginning the extensive modification process. L3Harris was selected largely because of its experience supporting executive communications systems, classified airborne networking equipment, and sustainment activities for the existing fleet.

One of the most surprising aspects of the bridge aircraft project has been its relatively modest cost compared to the permanent VC-25B program. Early projections from some lawmakers and analysts suggested that converting the Qatari Boeing 747-8 into a presidential aircraft could cost up to $1 billion. Instead, current estimates place the cost at approximately $400 million. By comparison, Boeing’s permanent VC-25B replacement effort began as a $3.9 billion contract and has since grown to more than $4.4 billion through contract modifications and program changes. The enormous difference highlights how the bridge aircraft focuses on delivering essential presidential transport capability quickly rather than building an entirely new fleet from the ground up.

Why The Air Force Needed A Bridge Air Force One

The interim aircraft was not originally part of Air Force modernization plans. Instead, it emerged in response to growing operational concerns and the condition of the current VC-25A fleet.

The two existing Air Force One aircraft entered service during the administration of President George H.W. Bush and are based on the Boeing 747-200B. Although they were heavily upgraded over the decades, the aircraft are now among the oldest VIP transports in active government service. Maintenance requirements have steadily increased as spare parts become harder to obtain and support costs continue rising.

A major example occurred in January 2026 when one of the VC-25As reportedly experienced an electrical fault while transporting President Trump to Davos. The issue forced the President to transfer to a Boeing C-32A, the military variant of the Boeing 757, for the remainder of the journey. The incident highlighted the growing challenges associated with sustaining an aging fleet and underscored concerns about the reliability of these almost 40-year-old airframes.

The bridge aircraft will join a presidential airlift fleet that already includes several specialized aircraft. The two VC-25A aircraft based on the Boeing 747-200B remain the primary Air Force One fleet today, while the smaller Boeing C-32A serves as a backup presidential transport that frequently carries senior government officials. Once delivered, the modified 747-8 will serve as the primary presidential aircraft until Boeing’s permanent VC-25Bs enter service. For the first time in decades, the presidential fleet will include three different generations of Boeing aircraft operating simultaneously.

The Air Force itself acknowledged the urgency. According to Defense News, officials stated that delays affecting the permanent VC-25B program, combined with increasingly lengthy maintenance periods for the existing fleet, made an interim capability an operational necessity.

Although testing has concluded, many details regarding the aircraft’s capabilities remain classified. Aviation observers have identified several visible modifications, including additional antennas and communications equipment mounted on the fuselage. Spotters have noted new UHF SATCOM installations that were not part of the aircraft’s original VIP configuration.

However, the most important modifications are precisely the ones that remain unknown. Air Force One is far more than a luxury transport. It serves as a flying White House, secure command post, and a strategic communications platform capable of supporting national leadership during crises.

What makes the bridge aircraft particularly intriguing is the distinction between what has been publicly confirmed and what remains classified. Aviation enthusiasts have documented the addition of new communications antennas and specialized aerials, strongly indicating significant upgrades to the aircraft’s secure communications capabilities. However, the Air Force has not publicly disclosed whether the aircraft has the same level of electromagnetic pulse hardening, nuclear command-and-control systems, or advanced defensive countermeasures as those expected aboard the permanent VC-25B fleet. Until those details emerge, analysts can only speculate about how closely the bridge aircraft matches the capabilities traditionally associated with Air Force One.

That uncertainty has become the central debate surrounding the program. No one doubts the aircraft will transport the President safely and securely, but questions remain about whether it can fulfill every wartime and national-emergency mission assigned to a fully specified Air Force One.

The Permanent VC-25B Program Remains Years Away

Ironically, the bridge aircraft itself now appears likely to enter service long before Boeing completes the aircraft originally intended to replace the VC-25As.

The permanent VC-25B program was launched under a fixed-price contract worth approximately $3.9 billion. Since then, modifications and program changes have pushed the total value beyond $4.4 billion. Boeing has absorbed more than $2 billion in losses on the project, making it one of the company’s most financially challenging defense programs.

Production challenges, certification requirements, supply-chain disruptions, and security-related modifications have repeatedly delayed the program. According to NPR and Defense News, aircraft once expected to enter service in 2024 are now unlikely to arrive before 2028.

The consequence is that the former Qatari Boeing 747-8 could remain in presidential service for much longer than initially anticipated. Any additional delays could extend its operational life well beyond the two-year period currently envisioned. In that sense, one of the most unusual aircraft acquisitions in recent US government history may ultimately become a far more important part of presidential aviation than anyone originally expected.
