In recent years, Iran has amplified a pattern long documented — the use of arbitrary detention, persecution, prosecution, and capital punishment not solely for the administration of justice, but as tools of coercion and geopolitical leverage. Dual nationals, journalists, academics, lawyers, human rights defenders, and civil society activists have proven especially susceptible, caught within a system where legal opacity intersects with strategic calculation.
