A would-be hit team made up of two underaged youths are among 19 civilians charged in Project South, the York Regional Police investigation into organized crime and corruption that also yielded multiple charges against seven Toronto police officers and a retired constable.
The two youths are both charged with conspiracy to commit murder.
The oldest accused in Project South is Donald Kirkland 62, of Toronto, who faces multiple charges for trafficking oxycodone, acid, psilocybin, cocaine, GHB, MDMA and methamphetamine.
The two youths, and Almar Heath, 28, of Toronto, were arrested after York police say they foiled a murder bid at a home in Markham on June 20.
Court records show that Heath is also facing murder conspiracy charges after a man in a mask appeared at a Markham home on June 28.
The would-be hit team’s vehicle collided with a marked York police cruiser that was stationed at the home, York police said in a prepared statement.
The alleged hit team found the home of their target after Toronto police constable Timothy Barnhardt unlawfully accessed a police database, performing a query that produced confidential information, York police said.

Paulo Marques/Toronto StarYork investigators say the June incident at the Markham home alerted them to numerous unlawful police data base queries by Toronto police officers, which were used to plan an extortion, commercial robberies and shootings.
Investigators allege that the confidential information gleaned from the queries was shared with Brian Da Costa, 43, of Toronto, Elwyn Satanowsky, 34, of Richmond Hill and others, who police say are both “known to various criminal networks.”
Da Costa was on a release order requiring he remain in his home when he was charged on Tuesday. The original charges were for possession of fentanyl for purposes of trafficking and possession of cannabis for the purpose of distributing and exporting. He remains in custody.
Other civilians charged in Project South include Kaejean Doman, 23, of Innisfil, who was arrested at a shooting scene in Vaughan in September.
York police accuse Doman of being in possession of a firearm that police say was illegally smuggled into Canada and connected to at least eight shootings across southern Ontario.
Police accuse Doman, along with Median Jackson, 32, of Mississauga and Devonte Barker Campbell, 31, of Toronto, of accessing confidential information obtained by Barnhardt and of recruiting others to commit crimes.
York police say they also uncovered a plan, led by Da Costa, in which Toronto police officers planned to support illegal cannabis dispensaries by accepting bribes to obstruct any possible enforcement action to be taken at those locations.
Investigators working on Project South also arrested numerous suspects who face charges for the commercial drug trafficking of cocaine, methamphetamine, illicit cannabis, fentanyl, heroin and oxycodone.

Mahyar Soldouzi, 42, of Vaughan is charged with conspiracy to commit an extortion.
Ryan Cribbie, 33, of Barrie, is charged with conspiracy to commit an extortion and careless storage of firearm.
Doman is charged with discharge firearm with intent (x8), dangerous operation of a motor vehicle, possession of property obtained by crime, flight from a peace officer, possession of a prohibited or restricted firearm with ammunition (x8), attempt to commit murder, conspiracy to commit murder, discharge firearm – recklessness.
Jackson, of Mississauga, is charged with conspiracy to commit murder and discharge Firearm – recklessness.
Barker-Campbell, 31, of Toronto, is charged with conspiracy to commit murder.
Calvin Ru, 26, of Markham, is charged with fail to comply with release order, disobey lawful order of court.
Rimssen Younan, 32, of Brampton, is charged with two counts of traffic in substance (oxycodone), two counts of fail to comply with release order, and traffic in substance (cocaine).
Daljit Singh, 32, of Milton is charged with unauthorized use of computer.
Brandi Dixon, 35, of Mississauga, is charged with possession of a controlled substance for the purpose of trafficking (cocaine), possession of a controlled substance for the purpose of trafficking (fentanyl), possession of a controlled substance for the purpose of trafficking (heroin) possession of a controlled substance (crystal methamphetamine), possession of a controlled substance (oxycodone), careless storage of firearm, unauthorized possession of firearm, knowledge of unauthorized possession of firearm, possession of a restricted or prohibited firearm, possess a firearm knowing the serial number has been altered and fail to comply with release order.

Phillip Lecos, 49, of King Township, has been charged with possession of property obtained by crime exceeding $5,000.
Jennifer Jasey, 57, of Toronto, has been charged with mischief not exceeding $5,000, harassment by repeated following another person, possess a restricted firearm knowing its possession is unauthorized, and careless storage of a firearm.
