It is impossible to understand the determination on Venezuela without understanding where that doctrine is coming from. It might have been possible for the Americans to have delivered a narrative about what happened that was very narrowly focused on issues of criminality, corruption, misbehavior, oppressive treatment of democratic rules, and in particular issues as they relate to drug trafficking and other things in the United States.
