Across Washington state, rivers are at historic highs with water spilling over their banks and wreaking havoc on multiple communities. The flooding is driven by a powerful atmospheric river that has dumped as much as 16 inches of rain in parts of the state with the deluge submerging entire neighborhoods and destroying homes and businesses.
