Minister Anand announces additional support for Ukraine

December 3, 2025 – Brussels, Belgium – Global Affairs Canada

Canada remains unwavering in its support for Ukraine’s defence of its sovereignty and territorial integrity and pursuit of lasting peace in the face of Russia’s ongoing aggression.

Today, at the Meeting of NATO Ministers of Foreign Affairs in Brussels, Belgium, the Honourable Anita Anand, Minister of Foreign Affairs, announced $35 million in funding for NATO’s Comprehensive Assistance Package (CAP) for Ukraine.

This funding builds on Canada’s previous contributions to the CAP for Ukraine, bringing the total Canadian contribution to approximately $180 million. Canada’s support will bolster NATO’s multi-donor trust fund to help address Ukraine’s immediate, medium- and long-term security and defence needs.

The funding will enable NATO to provide Ukraine with:

  • urgent non-lethal military assistance, such as medical supplies, personal protective equipment and communications tools;
  • medium- and long-term capacity building, including training, logistics support and institutional development for Ukraine’s security and defence sector; and,
  • planning and recovery initiatives, including measures to enhance Ukraine’s interoperability with NATO forces and rebuild critical defence infrastructure.

Canada will continue to work closely with NATO Allies to ensure Ukraine has the capabilities required to protect its people and secure its future.
