Liveblog: Carney to address convention as Liberal supporters to vote on party positions, policy resolutions


There are 24 policy resolutions that will come to a vote, including a ban on children under the age of 16 from creating social media profiles. Another similar resolution would ban people under the age of 16 from using AI chatbots. 

Welcome back to Montreal, where it’s the third and final day of the Liberal convention.

With the party on the cusp of securing a majority in Monday’s byelections, spirits were not only high on the convention floor, but also along the bars in Old Port Montreal.

The big question was whether the Liberal’s ever growing tent would ever come into conflict with the party’s values.

Progressive MPs told us that wasn’t the case, and that Conservatives like Marilyn Gladu who are joining caucus are doing so with the understanding that comes with aligning with the party’s views on abortion, same-sex marriage and climate change.

As for today, there are 24 policy resolutions that will come to a vote, including a ban on children under the age of 16 from creating social media profiles. That resolution passed, though one attendee said there wasn’t enough input from young people who use social media to engage in the democratic process.

Another similar resolution would ban people under the age of 16 from using AI chatbots.

On a separate stream, there’s a resolution to urge the government to adopt a voting system requiring candidates to receive 50 per cent plus one vote to be elected, which could be done via a ranked ballot system or a run-off election. Similarly, another resolution calls for Canada to set a path towards adopting a proportional representation voting system.

The other measures are far less controversial, including the first one — which passed easily — calling for federal-provincial collaboration to recognize foreign credentials to deal with Canada’s healthcare workers shortage.

The policy resolutions are non-binding.

There will also be voting on positions on the party’s national board of directors and for commission executive titles.

Headline event 

But the big news today is Prime Minister Mark Carney’s address to party members, set for 2 p.m. eastern time this afternoon.

It comes just as the Liberals appear on the verge of moving to a majority in Monday’s byelections. The party is heavily favoured to win Toronto’s Scarborough Southwest and University-Rosedale, which would bring the Liberals up to 173 seats — one more than needed for a majority.

The race in Terrebonne, located just north of Montreal, is expected to be much closer, with the Liberals winning the riding by a single vote last spring. That vote was invalidated due to a mailing error, prompting the byelection.
