Kyle Larkin named president and CEO of Canadian Meat Council, while Kylie Villeneuve rejoins NorthStar Public Affairs


This week’s movers on the government relations scene.

Kyle Larkin (LinkedIn)

Kyle Larkin joins the Canadian Meat Council as their new president and CEO, officially assuming the role on January 19th, 2026.

In a post on LinkedIn, the Canadian Meat Council stated that Kyle’s “track record of advancing national agriculture priorities makes him well-positioned to champion the interests of CMC members.” The post went on to say, “CMC looks forward to welcoming Kyle as CEO and to continuing to build a strong and competitive future for Canada’s meat industry.”

Prior to joining the company, Kyle served as the Executive Director of Grain Growers of Canada, for 2.5 years, after a 7 year long tenure at IMPACT Public Affairs where he rose to vice president in 2020.

Anna Barrera Brason (LinkedIn)

In a post on LinkedIn, Anna Barrera Brason announced that she is joining Clear Strategy as director of policy and government relations.

In a separate post, the firm stated that Anna “brings a global perspective to public affairs, with deep expertise in trade, supply chains, and economic policy. She has held senior consulting, research, and policy roles across Canada and Mexico, including with IQOM Commercial Intelligence, Environment and Climate Change Canada, the Canadian Agri-Food Trade Alliance, and the Forest Products Association of Canada.”

Before Anna joined the team at Clear Strategy, she was director of public affairs at UPS Canada and before that, as a senior manager for economics, transportation and trade policy at the Forest Products Association of Canada.

Kylie Villeneuve (LinkedIn)

Kylie Villeneuve stated her return to NorthStar Public Affairs as senior director of public affairs.

Kylie was previously NorthStar’s director of operations from February – August 2025, before she  spent 4 months working as a senior policy advisor in the office of the Minister of Immigration, Refugees and Citizenship. Now returning to NorthStar, Kylie said in her post, “Politics is, of course, a competitive arena, but it also has to be about standing up for your values and the real, human impact of every decision. This last chapter gave me clarity about where I do my best work, and why. I’m excited to be back in consulting, working alongside colleagues I admire and supporting clients on complex and meaningful files.”

Prior to working with NorthStar, Kylie worked in the Office of the President of the Treasury Board as a senior policy advisor for 2 years.
