As of the 2021 Census, less than 30 per cent of the Canadian population claims to speak French. Rousseau clearly does not have “a responsibility to always communicate in both official languages, regardless of the situation,” because he still has a job as I write this. French isn’t even a mandatory elementary-school subject in several Canadian provinces, and numerous surveys have shown many French teachers in English Canada aren’t confident speaking French outside (or perhaps even inside) a classroom.
