Carney set to unveil plan to ‘transform’ auto manufacturing sector in Vaughan

A little less than a year after hitting pause on the controversial electric vehicle sales mandate introduced by his predecessor, Prime Minister Mark Carney is heading to Vaughan, Ont., to unveil what his office is billing as a bid to “transform Canada’s auto manufacturing sector for the future” that, according to Canadian Press, will officially “scrap” the EV sales mandate “in favour of new vehicle emissions standards,” reinstate the “popular” EV rebate program, “which was halted last year when it ran out of money” and launch a new “EV infrastructure fund,” the wire service reports.

The announcement will be made at an unnamed “auto parts manufacturing facility,” as per his itinerary. (10 a.m.)

Also on Carney’s to-do list: A closed-door “virtual meeting with Atlantic premiers” this afternoon. (2 p.m.)

Back in the precinct, Bloc Québécois MP Jean-Denis Garon is set to kick off a full day of debate — and, eventually, a vote — on his party’s call for the government to “apologize to those whose land was expropriated in Mirabel,” as well as “acknowledge the collective trauma these expropriations caused for thousands of Quebeckers who were forced to abandon their homes, their communities and their livelihoods (and) urge the government not to undertake such expropriations again without public consultation, social licence and appropriate compensation.” (10 a.m.)

Outside the chamber, Finance Minister François-Philippe Champagne will field questions on his 641-page pitch to roll out measures unveiled in his inaugural budget speech last fall during a mid-morning appearance at FINANCE, which has also blocked off an hour to hear from Veterans Affairs Minister Jill McKnight. (8:15 a.m.)

Although the finance committee has been tasked with taking the lead in reviewing the omnibus bill, several other committees are going through the fine print of their House-assigned sections, and are also scheduled to question the relevant respective ministers today, with Jobs and Families Minister Patty Hajdu set to appear before HUMAN RESOURCES, SKILLS AND SOCIAL DEVELOPMENT (8:15 a.m.), Crown-Indigenous Relations Minister Rebecca Alty at INDIGENOUS AND NORTHERN AFFAIRS (8:15 a.m.) and Health Minister Marjorie Michel at HEALTH (3:30 p.m.).

Also on the committee circuit: Public Safety Minister Gary Anandasangaree, who is booked in for a morning session at PROCEDURE AND HOUSE AFFAIRS alongside Canadian Security Intelligence Service director Dan Rogers, RCMP deputy commissioner Jodie Boudreau and senior departmental officials as MPs circle back to their ongoing investigation into foreign election interference, with Chief Electoral Officer Stéphane Perrault slated to appear separately during the second hour of the meeting. (11 a.m.)

Later this afternoon, both Anandasangaree and Justice Minister Sean Fraser will make back-to-back appearances at STATUS OF WOMEN as MPs explore how the current Criminal Code provisions related to “women’s safety.” (3:30 p.m.)

ON AND AROUND THE HILL

Generation Squeeze founder Paul Kershaw hits the West Block press theatre to make the case for a new “national housing strategy that confronts affordability, funding gaps and generational trade-offs,” as well as highlight the “growing imbalance between expanding retirement benefits and shrinking federal investments in housing after 2027.” (9:30 a.m.)

Later this morning, Housing and Infrastructure Minister Gregor Robertson will hold an on-camera briefing in the House of Commons Foyer to “provide a housing update,” according to his office. (10:30 a.m.)

Also today: The Parliamentary Budget Office releases a new report on the “fiscal implications of Canada’s commitment to meet the North Atlantic Treaty Organization defence spending pledge of 5 per cent of gross domestic product by 2035.” (9 a.m.)

OUTSIDE THE PRECINCT

Three members of the Federation of Canadian Municipalities Big City Mayors’ Caucus London Mayor Josh Morgan, who also serves as the group’s chair, Quebec City Mayor Bruno Marchand and Ottawa Mayor Mark Sutcliffe — will hold a midday press conference at a downtown Ottawa hotel, where the trio is expected to reiterate their call for “federal infrastructure programs” to “move faster to support essential housing and infrastructure projects this construction season.”   (12:20 p.m.)

Two Team Carney front benchers are set to hit the party hustings tonight: Defence Minister David McGuinty, who is slated to headline a $1000-per-ticket reception to fill the coffers of the Leeds-Grenville-Thousand Islands-Rideau Lakes Federal Liberal Association at a “private residence” in Mallorytown, Ont. (5 p.m.) and Natural Resources Minister Tim Hodgson, who will mingle with Montreal-area Liberals at the Mount Royal Club, with all proceeds from the $1000 entry fee earmarked for the Honoré-Mercier Federal Riding Association. (6 p.m.)

Rounding out the roster, Governor General Mary Simon continues her two-day visit to Copenhagen with a morning meeting — or, as Rideau Hall puts it, “courtesy call” with Danish prime minister Mette Frederiksen before dropping by Greenlandic House for “meaningful conversations” with representatives of Avalak, the “national Greenlandic student organization in Denmark,” as per the itinerary.
