A day after going public with his government’s long-promised plan to boost Canada’s defence sector in Montreal, Prime Minister Mark Carney heads to British Columbia, where, according to his itinerary, his first stop will be an unspecified location in Richmond, where he’ll “celebrate Lunar New Year with community members” before making his way to Vancouver to “tour an affordable housing project.”

Later tonight, he’ll headline a $1,775-per-ticket reception at a “private residence” in downtown Vancouver. (6:30 p.m. PST)

Also on the West Coast hustings: Defence Minister David McGuinty will “meet with workers” during a morning visit to Seaspan’s Vancouver shipyards, where, as per his office, he’ll also get the chance to “see the progress made on the Royal Canadian Navy’s Joint Support Ships and the Canadian Coast Guard’s Polar Icebreaker.” (11 a.m. PST)

Back in Montreal, Industry Minister Mélanie Joly will offer more details on the newly-released defence industrial strategy during a mid-morning chat hosted by the Chamber of Commerce of Metropolitan Montreal. (11:30 a.m.)

Meanwhile, her erstwhile cabinet colleague Steven Guilbeault will “showcase funding provided to two Montréal businesses in order to support their integration and growth within national and international defence supply chains.” (11:30 a.m.)

• Environment Minister Julie Dabrusin teams up with Ontario Premier Doug Ford and provincial transport minister Prabmeet Sarkaria for a mid-morning “infrastructure announcement” in the Greater Toronto Area. (9:30 a.m.)  
• Immigration, Refugees and Citizenship Minister Lena Metlege Diab will outline new measures related to Express Entry during a keynote speech hosted by Canadian Club Toronto. (12:40 p.m.)
• Jobs Minister Patty Hajdu visits the UHC – Hub of Opportunities, an employment resource centre in Windsor, Ont., to “highlight affordability measures,” including the rebranded GST rebate, which is now called the Canada Groceries and Essentials Benefit, and other “initiatives to tackle food insecurity.” (11 a.m.)
• Secretary of State for Labour John Zerucelli will be in Newmarket, Ont., to promote his government’s bid to “transform Canada’s automotive industry.” (9 a.m.)
• Moving west, Emergency Preparedness Minister Eleanor Olszewski teams up with Women and Gender Equality Minister Rechie Valdez, whose portfolio also includes “small business and tourism,” as well as representatives of the African Canadian Civic Engagement Council and Black Business Ventures Association, to unveil fresh federal funding to support “Black-led businesses and entrepreneurs across Alberta” during a morning stop at the Timbuktu Innovation Hub in Edmonton, Alta. • Transport Minister Steven MacKinnon is booked in for a midday appearance at a lunch hosted by the Calgary Chamber of Commerce that, as per the programme, will include “an update on federal efforts to strengthen Canada’s transportation network and build more resilient supply chains.” (11:30 a.m. MT)
• Later tonight, he’ll mingle with local Liberals at an evening event in downtown Calgary, with all proceeds from the $250 entry fee earmarked for the Calgary McKnight Federal Liberal Association. (6 p.m. MT)

ON AND AROUND THE HILL

Youth representatives of the John Humphrey Centre for Peace and Human Rights, which “works to advance dignity, freedom, justice, and security through collaborative relationships and transformative education on peace and human rights,” hit the West Block press theatre to release a new “youth digital rights blueprint … describing the online harms, needed protection (and) recommendations for federal action.” (11 a.m.)

Also on the radar: The Parliamentary Budget Office publishes its initial assessment of the cost of the “accelerated capital cost allowance and immediate expensing measures” included in the budget proposals tabled last fall. (9 a.m.)

OUTSIDE THE PRECINCT

Three of the cabinet leads currently criss-crossing Mexico as part of a super-sized Team Canada trade mission — Canada – U.S. Trade Minister Dominic LeBlanc, Agriculture Minister Heath MacDonald and David Myles, who serves as parliamentary secretary to Canadian Identity Minister Marc Miller — hold a “joint virtual callback” to update reporters on the trip, which, as per LeBlanc’s X feed, included a meeting with Mexican president Claudia Sheinbaum yesterday, and is set to wrap up on Friday. (5:15 p.m.)

Rounding out the roster, Energy and Natural Resources Minister Tim Hodgson makes the rounds at the International Energy’s annual ministerial meet-up in Paris, where he’s booked in for a morning session on the “state of energy innovation,” as well as an announcement on “Ukraine energy,” according to the itinerary released by his office last week.
