Omnibus budget bill, federal land use and clean energy exports on the agenda

What’s on the agenda for the House and Senate committees today.

After cross-examining Finance Minister François-Philippe Champagne about his latest bid to roll out measures in his inaugural budget yesterday afternoon, FINANCE members are set to start going through the fine print of his pitch with representatives of the Aerospace Industries Association of Canada, Canadian Manufacturers & Exporters and CropLife Canada, as well as the Alliance for Visitors’ Tax Refund co-founder Jean-Christophe Bedos, Frontier Duty Free Association president Tania Lee and Canadian Tax Observatory CEO Heather Scoffield. (11 a.m.)

SCIENCE AND RESEARCH members continue to review the final report from the External Advisory Panel on the Creation and Dissemination of Scientific Information in French, which urges the government to “strengthen Canadian research governance” and provide a “new dedicated investment of $40 million per year,” with representatives of French language post-secondary institutions, as well as the Canadian Association of University Teachers and the National Research Council of Canada. (11 a.m.)

Two backbench bills are working their way through committee review today: Liberal MP Marianne Dandurand’s proposal to establish a spectrum policy framework is set for a final line-by-line examination at INDUSTRY AND TECHNOLOGY (11 a.m.), and her fellow Liberal Parm Bains’ call for the government to develop a “national framework regarding skilled trades and labour mobility,” which is under scrutiny at HUMAN RESOURCES, with Canada’s Building Trade Unions executive director Sean Strickland and Polytechnics Canada CEO Sarah Watts-Rynard on the witness list alongside representatives of the Heating, Refrigeration and Air Conditioning Institute of Canada. (11 a.m.)

Also this morning: GOVERNMENT OPERATIONS AND ESTIMATES members circle back to their ongoing House-assigned study into the “use of underused and surplus federal lands and buildings for services for veterans” during a back-and-forth with senior National Defence and Public Services and Procurement Canada officials. (11 a.m.)

Later this afternoon, Future of Sport in Canada lead commissioner Andrew Pipe will brief CANADIAN HERITAGE members on the final report, which was delivered to the government earlier this year (3:30 p.m.)

INTERNATIONAL TRADE members get an update on “clean energy, clean technology and critical mineral exports” during a roundtable chat with representatives of the Canadian Nuclear Safety Commission, Cameco and Westinghouse Electric, as well as a panel of senior departmental officials. (3:30 p.m.)

Food Banks Canada CEO Kirstin Beardsley, Canadian Agri-Food Trade Alliance CEO Michael Harvey and Dairy Farmers of New Brunswick chair Wietze Dijkstra are among the expert witnesses set to brief AGRICULTURE AND AGRI-FOOD members on “food security in the face of global instability.” (3:30 p.m.)

Over at INDIGENOUS AND NORTHERN AFFAIRS, MPs will explore “affordability challenges in Northern Canada” during panel discussions with representatives of the Council for the Advancement of Native Development Officers, Nunavut Association of Non-Profit Organizations, Qulliq Energy Corporation, Arctic Children and Youth Foundation, Arctic Energy Alliance and First Nations Education Steering Committee. (3:30 p.m.)

ENVIRONMENT AND SUSTAINABLE DEVELOPMENT members will get an update on home retrofits from housing and green energy advocates. (3:30 p.m.)

On the Senate side: Nunavut Premier John Main and his chief negotiator for devolution, Stephen Mansell,  are among the witnesses slated to weigh in on Champagne’s latest budget bill, which is currently under preliminary review at INDIGENOUS PEOPLES, as well as several other committees. (9 a.m.)

Rounding out the roster, the SPECIAL JOINT COMMITTEE ON THE EXERCISE OF POWERS UNDER THE BUILDING CANADA ACT will gather behind closed doors to discuss “future business.” (6:30 p.m.)
