In a major reversal, Senate Republicans refused to rein in President Donald Trump’s war powers, hours after he chastised members of his own party for going against him. Earlier in the day, the president refused to take part in a planned ceremony to sign a bill overwhelmingly passed by both parties aimed at making housing affordable, until, he says, the Senate passes the SAVE Act, which would require voters show proof of ID and citizenship documents to vote. NBC’s Kelly O’Donnell reports for TODAY.
