Carney joins Quebec premier for local infrastructure funding reveal as Conservatives call out ‘Liberal recession’


What’s happening on (and off) Parliament Hill, plus the news you need to start your day.

The speaker may have rebuffed Conservative Leader Pierre Poilievre’s call to hold an “emergency parliamentary debate” on what his party is billing as the “Liberal recession,” but he and his party will still get the chance to challenge Prime Minister Mark Carney to defend his economic record, courtesy of a non-binding motion that, if adopted, would have the House of Commons call on Carney to “immediately present a plan to reverse all the economic policies of the Liberal government which have given Canada the G7’s worst economy.” (10 a.m.)

Debate on the motion — which would also have the House “recognize that the Liberal Prime Minister has given Canada the only economy in recession in the G7, worst household debt in the G7, worst housing costs in the G7 (and the) second highest unemployment in the G7, a third higher than in the United States” — is set to get underway this morning, continue throughout the day and go to a vote tomorrow afternoon.

For his part, Carney is not expected to take part in the cross-aisle back-and-forth, and, as per his itinerary, won’t be in his front-and-centre seat in the chamber to field questions this afternoon. (10 a.m.)

He will, however, hold his regularly-scheduled Tuesday morning huddle with his front bench team, and host a midday meeting with members of the Montréal Victoire before heading to Longueil, Que. for an afternoon appearance alongside Quebec Premier Christine Fréchette to share the details of “new measures to transform local infrastructure across Québec.” (3 p.m.)

Back in the precinct, Bloc Québécois leader Yves-François Blanchet will join his party’s House leader, Christine Normandin, to highlight her just-launched backbench bid to repeal the Clarity Act, which is on track to make its first-reading debut this morning, although it’s not clear when it could proceed to the opening round of second-reading debate. (10:30 a.m.)

Later this afternoon, New Democrat parliamentary leader Don Davies will hold a media availability outside the chamber to promote his newly-tabled proposal to “ban floor-crossing without voter consent” by adding a new rule that “would require MPs who wish to join another party to first obtain consent from their voters through a by-election or otherwise sit as independents until the next general election,” according to the party-issued advisory. (1:30 p.m.)

Also on the radar: As the clock ticks down to the July 1 deadline for Canada, the United States and Mexico to decide whether to automatically renew the existing continental trade pact until 2042 or initiate the first of what would become an annual review process, Canada – U.S. Trade Minister Dominic LeBlanc heads to Washington, D.C. for a closed-door meeting with U.S. Trade Representative Jamieson Greer.

As per Canadian Press, Canada’s chief trade negotiator Janice Charette is also expected to join the high-level, high-stakes conversation, and LeBlanc is currently slated to return to Canada later today.

“Official trade talks between Ottawa and Washington have yet to begin ahead of a mandatory review of the Canada-U.S.-Mexico-Agreement on trade, better known as CUSMA,” the wire service notes. “The United States and Mexico concluded their first round of bilateral negotiations last week and further discussions are scheduled for later this month.”

Later this morning, INTERNATIONAL TRADE members will get a briefing on the “forthcoming” CUSMA review from representatives of the International Brotherhood of Boilermakers, Nordic Paper Quebec, North American Equipment Dealers Association, Canadian Chamber of Commerce, Global Automakers of Canada and Restwell Sleep Products. (11 a.m.)

ON AND AROUND THE HILL

  • Institute for Canadian Citizenship CEO Daniel Bernhard will hold a briefing to present the findings of a newly released report entitled ‘Ready to Contribute: How a Fair Licencing Act Can Put Immigrants’ Talents to Full Use for Canada. (10 a.m.)
  • Members of the Palestinian Students and Scholars at Risk Network team up with representatives of the University of Toronto Faculty Association and the Legal Centre for Palestine to reiterate their ongoing concerns over the “extensive delay of study permits for Gazan graduate students,” and “demand immediate accountability and resolve from the federal government.” (11 a.m.)
  • The Parliamentary Budget Office releases its analysis of the “employer costs of public service insurance plans and programs.” (9 a.m.) 

OUTSIDE THE PRECINCT

Finance Minister François-Philippe Champagne kicks off a whirlwind one-day visit to St. John’s, Nfld., by hitting the main stage at Energy NL Annual Conference and Exhibition, where he’s booked in for a “fireside chat” with Energy NL CEO Charlene Johnson that, according to Champagne’s office, “will focus on Canada’s position as an energy superpower in clean and conventional energy, being among the top five producers of the world’s most important critical minerals, and the competitive advantages of its highly educated workforce and ability to attract top talent from around the world.”

Also on his itinerary: Visits to the local offices of PAL Aerospace, Oceanex and Bluedrop ISM, as well as Newdock, which, the advisory notes, is “one of the oldest shipyards in Canada,” and a tête-à-tête with Newfoundland and Labrador Premier Tony Wakeham.
