To see this you have to look past question period: opposition parties have worked with the government to pass the “Building Canada” Bill C-5, allow votes on budget items, push forward affordability and crime-fighting measures, and constructively amend Liberal bills. Now, don’t mistake these examples as there not being serious disagreement and debate, but despite a light legislative calendar and the prime minister being notably absent from House proceedings in comparison to his predecessors, he cannot claim that the opposition has stalled his agenda.
