Joint Statement on Haiti Force Generation Conference

December 12, 2025 – Ottawa, Ontario – Global Affairs Canada

The text of the following statement was released by the Governments of the United States of America and Canada on behalf of the Standing Group of Partners on December 12.

“The United States and Canada welcome the commitments and participation at the December 9 Haiti Force Generation Conference for the Gang Suppression Force (GSF), convened on behalf of the Standing Group of Partners. The shared determination of partner countries and organizations reflects a commitment to assist Haitians in addressing ongoing security challenges affecting the stability of the country and the region.

Haiti’s transitional government is taking significant measures to re-establish a democratic process, such as adopting an electoral decree to allow Haitians to choose their leaders for the first time in almost a decade. The conference deliberations sought to reinforce this trajectory by convening partners to coordinate, support, and strengthen security conditions on the ground. With 18 entities pledging personnel, resources, and technical support, their commitments underscore the breadth of international engagement behind this mission. This burden-sharing approach ensures the GSF mission will bring the tools required to meet the mandate. We will continue to work with our international partners to ensure that proper training, tools, and compliance mechanisms are in place to support personnel-contributing countries in their commitment to improving the security of Haitians.

The United States and Canada also thank the countries that provided personnel to the GSF predecessor, the Multinational Security Support Mission, and remain committed to working alongside Haiti with the GSF to advance stability, protect civilians, and support the Haitian people’s aspirations for a safer, more prosperous future.”
