In Canada, monies were distributed on a per capita basis, meaning a two-person newsroom is treated the same as one with 200 journalists. In short, bargaining codes like Australia’s NMBC and Canada’s Online News Act put news businesses on more equal terms with the dominant platforms, in ways not otherwise possible.
