The Honourable Mélanie Joly, Minister of Foreign Affairs, and the Honourable Ahmed Hussen, Minister of International Development, today issued the following statement regarding the current situation in the Democratic Republic of Congo (DRC):

“Canada is profoundly concerned over the escalation of violence in the eastern DRC, intensified by the advance of the March 23 Movement (M23) near Goma, and calls for the urgent protection of civilians. We deplore the devastating consequences of the violations of the ceasefire, displacing nearly 400,000 civilians and worsening already difficult humanitarian conditions.  

“Canada urgently calls for de-escalation, and for all parties to comply with their obligations under international humanitarian law and international human rights law. Humanitarian personnel and their facilities must be respected and protected. All parties must allow and facilitate rapid and unimpeded passage of humanitarian relief for civilians in need.

“In line with the findings and recommendations of the latest report by the United Nations Group of Experts, Canada calls for the immediate cessation of all support of the armed groups, including the foreign troops on Congolese territory, as well as the continued backing of the M23. Respect for the DRC’s territorial integrity is an imperative for regional stability.

“Canada reaffirms its support for the efforts of the United Nations Organization Stabilization Mission in the DRC (MONUSCO) to protect civilians and stabilize the region. We extend our deepest condolences following the death of members of MONUSCO while serving their mandate, a mission to which Canada contributes personnel.

“In 2024, Canada provided over $28 million in funding for humanitarian assistance for the Democratic Republic of Congo. The funding has been helping provide vital assistance such as food, treatment for acute malnutrition, drinking water, hygiene products, sanitation systems, health and protection services (including medical and psychosocial support to survivors of sexual violence) for vulnerable populations.

“Together with the international community, Canada urges all parties to immediately end hostilities, withdraw from occupied areas and fully commit to a peaceful resolution of the conflict through the Luanda process.

“Canadians in the DRC should consult our Travel Advice and Advisories for the Democratic Republic of Congo regularly and sign up now with the Registration of Canadians Abroad service to receive important information from the Government of Canada. Those already registered should update their information and ensure it is accurate.
