Backgrounder – Additional sanctions in response to ongoing conflict in Sudan


Canada is imposing sanctions on two individuals in response associated with the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF) and linked to the continued violence against civilians in Sudan. Through their leadership roles in financing and procurement networks in both opposing factions, these individuals are contributing to continued gross and systematic human rights violations by allowing both parties to sustain the fighting.

Canadian measures

The Special Economic Measures (Sudan) Regulations impose a dealings prohibition (effectively, an asset freeze) by prohibiting any individual or entity in Canada, or any Canadians outside Canada from dealing in the property of, entering into transactions with, providing financial or related services to, transferring property to, or otherwise making goods available to listed persons. The listed individuals are also rendered inadmissible to Canada under the Immigration and Refugee Protection Act.

The specific prohibitions are set out in the regulations.

The names of the individuals added to the schedule of these regulations are:

  • Algoney Hamdan Dagalo Musa, a major in the RSF and RSF director of procurement (also known as Algoney Hamdan Daglo Musa, Al-Gony Hamdan Dagalo, Algoni Hamdan Daglo Musa, Al-Qoni Hamdan Daglo, Algoney Hamdan Daglo Mousa, Al-Qoni Hamdan Daglo Mousa, Gony Hamdan Dagallo, El Gouni, Algoney Hamdane Daglo Musa, Algoney Hamdane Dagalo Moussa, Algoney Hamdane Daglo Moussa)
  • Mirghani Idris Suleiman, a general in the SAF (also known as Margani Idries Suliman, Al-Mirghani Idris, El Mirghani Idris Suleiman, Mirghani Idriss Suleiman)
